You can tell by his actions. I'm not sure why they don't say it, but perhaps they feel devotion through action suffices, or perhaps is even stronger than vocal validation.
To be with you for a long time means something, as I believe a straightforward sign as scorpio won't be with someone he/she doesn't like, especially for something within their realms - intimacy.
im a scorpio and at first i found it hard to say how i truly felt to my man, it was my man who had 2 say i love you, although i knew i loved him 2 death, i just never said it, i think once you've told him how you feel, he'll understand what you have said and feel comfortable tlking about his feelings.

Im in the same situation, I think thats how they are...look at their actions because I have started doing that and see the sacrifices he makes for me and the things he does, and how he treats me and it compensates for the lack of words
But as a woman we sometimes need to hear those words, we crave to hear them, just remind yourself that not all people are the same and as long as he treats u good then thats better than all talk and no action
Scorpio men are also very hard to read by facial expressions and wear a mask, mine is exactly like what u described and I felt VERY impatient to hear words of love, but when u do hear something it will be when its on his terms, then youll know he means it!!!
