Yes it does seem to happen that way. At least with everyone I know.
Not necessarily. Most Saggitarians I know are introverted, whereas there are quite a number of extraverted Pisces. There is no sign correlation with extra/introversion. Maybe this relationship depends on the general outlook of the natal chart. Or maybe just upbringing.

sag {party animal], leo [loves the spotlight], aries [divalicous sign]- are the MOST EXTROVERTED of the zodiac
and def would say, the water signs are the most reserved, aka introverts.
BUT earth signs are not all introverts:
virgos defintely not quiet ppl [networkers]
capricorn not really[business oriented, cant be too reserved]
