Question: They also reveal that for a person who harms the innocent animal the same cruelty would be reverted to him in next birth.i.e,if a person X cuts its leg,he would lose his leg in next birth.If this is the case consider the following incident in the sacred epic Mahabaratha.Arjuna & lord Shiva(disguised as another hunter) inflict arrows on the poor deer & kill it.They quarel who's arrow pierced the deer first,but why didn't it appear on their mind that harming an innocent creature was a wicked sin ? Does it mean we can kill other animals for satisfying the taste of tongue ? Lord Rama killed king Vali(elder brother of sukreeva) from hiding behind?OK,he has got a boon from god that his enemy's strength should be decreased to half amount while waging war with him.But still I feel it was not in accordance to code of ethics for war.Kindly express your esteemed opinion regarding the above two incidents.Is God justified in doing so ?

This a very complex and often misunderstood theory. Since you have mentioned the Ramayana and the Mahabharata, we have to follow the Vedic literature.
Mankind is divided into four Vernas according to Vedic literature. Kshatriyas formed one of the four Vernas.
Kshatriyas were meant to maintain their physical strength because they had to rule the kingdom. Kshatriyas were allowed to indulge in worldly activities. So, they were allowed to hunt animals for food. Vedic literature specified diets according to the man's profession. But this got misinterpreted and people started killing animals for no reason.

Coming to Arjuna's episode , he was in a forest where he could'nt find any food, and so he hunted a deer. Also he was on his way to fight a war. He did'nt kill the deer to relish the taste. He hunted to regain his physical strength so that he can fight the war. A king had to maintain his physical strength always for the well being of his subjects.

Coming to Lord Rama's war with Vali , it is perfectly justified. When Vali asked Rama the same question before dying, Rama explained the duties of a King. As a king , he should not tolerate the wrongdoings and is authorized to punish anyone who lustfully indulges with one's own daughter or sister or brother's wife. A King can use any method to eliminate the one who has committed this sin.
Vali lusted for Sugriva's wife, Ruma which was a sin.

And Rama also mentions that a King while hunting does'nt hunt an animal face to face but he hunts from behind. And as Vali was an animal king, Rama's methods to eliminate him are perfectly justified. Do remember that Lord Rama was a king.
This is the Raja Dharma, a King's duty.
You cannot compare a King's duties and his actions to those of a common man's.
