Pisces, cancer and virgo has the most passive mercury. Many people with these mercury signs don't take the initiative in a conversation, and are slightly indirect when expressing themselves.They also are better at nonverbal communication than verbal. There is a similar influence in taurus and capricorn mercury as well. as they are the passive signs
This of course could be definitely offset by an air or fire sign ascendant.
