I feel sorry for Pisceans for some reason; they have the spiritual strength to endure (which in the long run beats physical/vocal strength), yet, they seem so subdued.
Don't get me wrong, when the call comes, they will answer! Mostly, I see them around bad influences that quickly claims them. I think emotions drive them to seek higher clarity; Cancerians emotionalize (if that's a word!) for immediate response; Scorpios lies dormant (not as infinitely as people think) then completely floods you when angered or upset.
B/c my dad/1 grandfather are Pisceans; they act as if they don't mind being used or exploited (esp. when everyone else can obviously see that). Like I said, they have higher plans in mind.

Well to be completely honest with you I had a Pisces friend. She was emotional but I turned out to be more emotional than her but hid it. I'm a Male Scorpio by the way if that helps. But to answer your question, yes, I think Pisces are the most emotional people. Why? Well they're a water sign, and water signs are emotional.

The emotions of Pisces are from the heart , and not the head.
Now, Cancers are very emotional also, but the head rules the heart.
Scorpio, another water sign, is also emotional but controlled.
Water is always moving and reflects emotions which are always changing every second. Now, for those involved in astrology, Fire is always mobile, moving, unpredicable.
Having said that, for once, I will vote not for water signs, but for a fire sign --Aries. They react like a time bomb and NO OTHER SIGN HAVE THE S.P.U.N.K of Aries.
But, other elements of the chart would have to be taken in consideration also.

It's a toss up on all of the Water Signs. Water Signs always respond with emotion. Personally, I think the least emotional of the Water Signs are Scorpios. They are emotional, but they are excellent at hiding it. Then, Pisces. I don't think they're emotional as much as sentimental. And they can keep those emotions well-hidden, too, in fear of vulnerability. I think Cancers are the most emotional of the zodiac. They are moody and feel as well as express every emotion under the sun! So my vote would go with Cancer.
And they are very indecisive. Water signs are emotional. That isn't all bad. Some good things come from being emotional, such as, sensitivity to others needs, good intuition, creativity, etc.
I'm a Pisces and I'm pretty emotional. I think it's because I tend to worry about things alot and I'm very over sensitive,so my emotions are always out of control all the time.
