OMG I have been waiting to find a question like this! I'm a Capricorn and I've been w/ my Pisces for 3 months. I don't understand him sometimes either!
I hear that they are not phone people, so he rarely calls me. As for the attention/affection part, yup! Totally him. I just wonder if the "paying attention" part has to do with calling him up myself instead of waiting for him to call me all the time.

As a Pisces man I require a lot of personal attention. Not the kind where the whole room pays attention to me, but the kind where one woman pays attention to me. Touching, hand holding, etc. Hope this helps.
