No .. The first cry of the newborn is stamped with the astral energies of all the planets at that precise time. Imagine if that was the case and a baby is born 2 months beforehand but still retains its original supposedly date of delivery?
That would completely defeat the purpose of exact birth time, or wtv.

One on Jan 8 - he's a Capricorn
One on Jan 22 - he's an Aquarius

However, if the baby is born on the cusp
you will need to know the exact time and latitude/longitude of the event to determine which is the exact astrological Sign.

I think it's about the accrual date of birth. I was supposed to born in Aug 11 but I was born on Aug 28 because of medications my mom was taking because there was problems with the pregnancy and I was supposed to be Leo but I'm Virgo and it very suits my personality
