You are on the cusp - however, the influence of each sign is strongest at the beginning and weakest at the end, so although you will have some capricorn moon traits, the aquarius influence should be stronger as it was moving into the strong influence at the time of your birth :-)
If you are born late in the day, you can get +8 degrees from the moon's revolution around the earth.
This might as well go in the other direction --> one degree is easy to add or drop somewhere in the building of your chart.
Thus the score is almost tied. If the moon had a habit of going retrograde (i.e. backwards) i would be shocked.
