Well the Moon in Scorpio sometimes tend to dominate a personality. Particularily if your Sun is in a Water sign. Which is also in Scorpio.
Here is the general rule however, we always first look at the sun. How is it aspected? If it is "weak", or debilitated, say in Aquarius, or having a bunch of Squares or Oppositions coming at it , you might tend to look at the Rising sign and it's ruler to find where your "outwardly" strengths lie. If your Rising is in Leo then you are back at the Sun as it is the traditional ruler of Leo. And again if they sun isn't well aspected then check the moon. as well as it's ruler.

I would say that you are definitely more Water as the Sun and Moon both represent your most conscious and subconscious drives and motivations, needs and desires.
