No, this isn't exactly the same as the Moon represents your innermost emotional needs and indicates what your personality and what you look for in a relationship. Hence, having moons in same elements does indicate having similar types of emotional needs and both of you look for similar traits in a long-term partner for a relationship.
However, this may not necessarily harmonize well with the other person's individuality, willpower and inner drives, as indicated by the Sun sign position.
