If those are the only two choices, I would say Libra because Libra strives to avoid arguments and make sure everything is fair. Libra may also be able to deal with Cancer emotions. Sagittarius will only drive Cancer crazy because they never shut up.
Neither, but I'd have to go with the Sag. I'm a Libra and my relationship with the male Cancer was absolute hell! Cancers are Water Signs and are very emotional. And they are very sensitive. My Cancer ex was always yelling, sulking, pouting, and crying over something I did. Most of the time, I didn't even know what I did. Libras are Air Signs and are very mental. They think and ponder and aren't super-sensitive when it comes to emotion. Libras will find Cancer's tantrums as illogical and Cancer will find Libras ponderings as superficial. Plus, Cancer and Libra are Cardinal Signs and want to lead the relationship. Lots of power struggles. Even when on my birthday I asked my Cancer ex to take me somewhere else (after we couldn't find where he wanted to go), he told me we're going where he wants because he was the one driving. Yeah, seriously. Sag and Cancer have a bit of a better chance. Cancer is a homebody and Sag is always looking for adventure (they are Fire Signs after all), that's gonna be the biggest hurdle. Sag will want to get Cancer out of their shell and out in the open, but they won't go. Cancer will want the Sag to stay home and entertain them. Mighty confining to the Sag. Sags are also happy-go-lucky people, and Cancer's emotions can bring them down many time. But Sag is Mutable. They'll be far more flexible in working with the Cancer than the Cardinal Libra. Case in point, my mom is a Sag and my dad was a Cancer. They were happily married for 28 years before my dad passed away. My mom still misses him terribly.

Neither....ugh, I just couldn't imagine myself with a sensitive cancer. The ones I know are somewhat goofy and play toooooo much and everything I say offends them. I'm a hard core libra! Pick the Sag!
