That has to do more with your rising sign and aspects to it than it does your sun sign. For example. I know Scorpios that have sparkling green eyes, beccause they have Gemini rising or aspects to Mercury and or Pluto. Or Scorpios with sparkling blue eyes because they have aspects to Uranus or have Aquarius rising, or even have one eye each of a different color. Scorpio rising tends to give a ruddy complexion or reddish tint to the hair; but again, much depends on aspects to the ascendant and house placement of the ruler.
I am Scorpio, but I have sparkling hazel eyes (green mostly with some brown flecks), but I have Aquarius rising. They change color according to what I am wearing that day. My eyes though, as a Scorpio, are my most intense feature, and people often comment on them, especially since I never wear makeup; don't need to. Why mess with nature - that's the Aquarius rising; natural beauty above all. If they are exhibiting the features you describe, then chances are it is their rising sign, and not their sun sign. Example, Pisces rising will often times have big, dreamy, fish eyes. But then you need to look at the aspects to the ascendant , etc.

First off, Scorpio isn't a water sign. I'm a scorpio and I have darker skin and dark eyes. Mysterious? subjective. Your appearance has to do with genetics regarding ethnicity and your geographic location, not when you were born.

i'm a scorpio and i know a pisces - we both have dark eyes, but not pale skin. there is a zodiac sign for every race and culture.
Most Scorpios I know have penetrating deep usually, (but not always) dark brown eyes. Sometimes their dark eyes kind of scare me. It sounds weird but it's true. I know a few Pisces and they have light blue eyes that are not mysterious looking. But, a deifinite yes to your question on Scorpios and the dark mysterious eyes.

According to Linda Goodman's Love Signs book (which is VERY good by the way) yes, Scorpio's tend to have pale skin and dark hair and eyes. It doesn't mean that ALL Scorps will have these features, but it is common....not too sure about Pisces though
