to the first answer i used to think like that as well, until i met someone born on the 19th! and he definitely proved some cusp. he doesn't have mercury, moon, mars nor venus in scorpio either... it's definitely cusp. i've known other cusp ppl that exhibit both sides.
To the second answer... this person sounds just like your aunt.

To the second answer... this person sounds just like your aunt. The Libra/Scorpio combines the theatrical and loving Libra with the intense and deep Scorpio. The "Scorlibran" is from October 19-25. The central theme of this cusp is called "Drama and Criticism". My aunt is one. She was born on 19th. She is quite theatrical and critical for no reason. By the way, Libra is from September 23-October 22 and Scorpio is from October 23-November 21. Most born on this cusp must learn to be less critical. Ex: Carrie Fischer and Carlos Mencia are both born on this cusp and are quite overly-critical. Not saying this is bad because those on this cusp have a lot, I mean a LOT to say but they should be less judgemental and try not to hurt the feelings of others. no such thing...scorpio starts on Oct 24th
from book of birthdays... Well, my dad was Libra/Scorpio cusp Oct. 23.

He had a really sweet personality. Everyone (Including me, his daughter), really loved him. He was genuine, outgoing, humorous, kind.

If he had a fault, he was probably too trusting.

I don't think his personality matched up with anything I have ever read about Libra/Scorpio. He was more like a Virgo --Possibly influenced by my mother who is a Virgo? I am born on the libra/scorpio cusp as well: basically, we contain both of those signs qualities

Here are a couple sites to help explain the cusp a little better

Hope this helps A cusp doesn't exist between any two signs and the 19th isn't even the pretend cusp. It would be the 23rd (Fireball226 is wrong as is her source). You say that this person has no Mercury, Moon, Mars, or Venus in Scorpio? What about Jupiter, Saturn, Uranus, Neptune, Pluto or Ascendant? Even if you said no to all of these planets, Scorpio is still in that person's chart in ONE of the houses. Pluto's position will also give him Scorpion characteristics if placed properly in his chart (Pluto rules Scorpio so with him in a certain area in your chart, you will be affected by the same power that Scorps feel in there sun sign). Cusps were invented by someone who was probably trying to simplify astrology to make it popular to the masses. I would have to guess that it worked, but any astrologer or natal chart calculator that uses cusps, instantly loses my respect. It's incorrect and misleading.
