Why is it that Taurus (bull) and Capricorn (goat) are considered as earth elements while Aries (ram) is under fire?

Aren't the three animals all hooved and four-legged beings which are similar in nature?

Nope. The ram has a fiery energy and is aggressive - thus fire. Your ram isn't under fire - he IS fire. He is force, energy and initiation. Arians are a Cardinal (action, initiation) fire (force, energy, strength) sign.
