Well, Pluto takes approximately 240 years to make the circle of the Zodiac, so that means it stays in a sign for about 20 years. You will share Pluto in Libra with others of your age group and generation.
However we usually say a planet is strong, either when it is well aspected by other planets, or perhaps you are a Scorpio Rising, in which case Pluto is the ruler of your chart. Or you might have other planets in Libra in conjunction with Pluto.
It's hard to tell without knowing more information about your chart. But hopefully this gives you some information, depending on who told you this. Usually when we have a "strong" planet it means it is one of the dominant planets in our charts.
