If this is the case, then I can understand why opinions would differ. I personally would say he is a triple Aries since, judging form my experience, a luminary or planet expresses itself just as powerfully through its house placement as it does through its sign. Consequently, the Moon in the 1st house would have comparable influences on the character as Moon in Aries.
