If I am a Cancer being born June 27th 1990
and my BF is a Pisces being born Feb. 19th 1989
is that a good match?

There are plenty of water signs that get along with other water signs, however, that isn't the complete picture of compatibility.

Let's say one individual is a Cancer with a Moon in Leo (That's fire/water combination) while their mate is a Pisces with a Moon in Scorpio (That's a heated debate.) Why? Because it's the Moon signs that determine if you can live together. The Sun signs may see you as two individuals that support each other's careers. But the individual with the Fire sign of the Moon will almost always crave to be the leader, the dominate partner and square off with the individual with Moon in Scorpio. Although that would be a passionate combination, there would be heavy possessive issues between them. (That's a slight example)

Secondly, what are each individuals Mars and Venus signs and where are they placed in the chart. What happens when we combine these two charts in synastry...That's what they have together as soul mates.

You can't predict compatibility based upon Sun Signs alone. The Sun in the synastry chart represents the goals of the relationship itself, the combined forces of the individuals involved. If your Sun conflicts with let's say many of his planets that might be in 'Aquarius' for instance, than the relationship would have a lot of freedom challenges regardless of whether he's a Pisces or not.
