Those are the modalities of astrology.
The cardinal signs will take action of their own accord, they will often forge ahead even in the face of opposition. They often take initiative, but do not always have perseverance:
Libra, Aries, Cancer, Capricorn.
The mutable signs are flexible, they go with the flow. They can change to meet the circumstances: Gemini, Sagittarius, Pisces, Virgo
The Fixed signs can be reluctant to change or let go of something. They have been called stubborn, but I don't think that's really right. But once they have made up their mind, you better have some pretty convincing arguments to get them to change their view. These signs usually have perseverance: Aquarius, Leo, Scorpio, Taurus.
Notice there is one Earth, fire, air, and water in each mode.
