A lack of planets in the 7th house would not, of itself, indicate a lack of interest in relationships.

There are other indications in a chart that would place a major focus on relationships. One of these indications is an emphasis on Libra in the chart, such as the Sun, Ascendant or Moon in Libra. Libra is the ruler of the 7th house of love and marriage. It rules "others" as opposed to the "self". Consequently, Librans feel the instinctive need for a partner in life to help them discover and strengthen their sense of self and thus make them feel more complete.
