if you were born a libra, but were almost 3 months premature, and should have been born a capricorn, does this matter, or make a difference?

Horoscopes are determined based on where the stars were in the sky at the time of birth, not when you were supose to be born. Looks like the stars had it in mind all along for you to be a Libra ;)
