It depends on the back size (30, 32, 34 etc) as to whether DD would be considered "big" or not, as cup sizes get bigger as the back size goes up!. So 30DD size boobs are actually much MUCH smaller than 36DD boobs, if you see my point!? Most women are in the wrong size back anyway (too big) so more often than not a lady could actually be maybe a 30DD when they think they're a 36B!. If you compare the cup sizes of a 30DD and a 36B bra you will see they're exactly the same! The only difference is the size of the back strap!
So to answer you question, a DD could be massive or could be relatively normal in size, depending on what back size the lady is!

the bra measurements are taken,underneath the bust area!.!.!. that will give the number eg!.!.34,38,42,
then another measurment is taken all the way round the back, round the nipple, that gives the cup size, a,b,c,d, etc, a dd is quite a big size, more than a handfull anyway !. lol
