Sing to a stranger!.
Re-enact a commercial!.
Make a parody of a movie
Do 5x one handed push-ups
Spell out some word with the people in your group!. (You can do this with your hands or body!.!.!.)
Get a specific brochure from a restaurant!.
Hug 3 people of your same gender!.

why don't you just make the list with things you would normally find in the mall and take pictures of the things off of the scavenger list!? This avoids paying for anything and it definitely avoids taking things out of stores!.
ideas for the list would be:

i did this once, for my birthday!.
my mom made a list of a bunch weird things that we had to find in random stores, and we had to go and find them/ask for them!.
hahaha!.
some of the things wereee like;
a spork, a coaster, a shoebox, a safety pin, a business carrd!.!.!.
