Where are all these slaughterfish that I've gotta get the scales from!? I can't find more than three!?
The marker just keeps pointing to the dead ones!.

Oblivion, as I have said is full of bugs!.!.!.
This quest is a good one, because it's got a good reward that you'll find handy in certain situations!.
Detect life will help - you may notice that a fish has spawned in a rock or in the bridge!.
You can't kill them cos they're inside and you can't get more cos you can't kill them!.
Major bug!.
If the arrow points to a dead on, whack it a few times and see if it changes after you go off and start another quest!.
My fix:
