Some of these things are a spoof & you should never have to pay for an agency, plenty of jobs can be had without having to pay to be on their "list" !.
They are telling you not to copy & paste (embed) the photo!.
Name your photo as instructed (rt click if you have XP & save as & then rename )
When emailing go to attatch & then add your newly named file!.
