She passed away when Miley was eleven, as revealed in "She's A Supersneak"!. We don't know how she died though!.
She has been seen in a few episodes though, as played by Brooke Shields!.
In "I am Hannah Hear Me Croak" we see her in a home video from Christmas 2000 that miley is watching!. Later she visits both Miley and Robbie Ray in their dreams!.
Then, in "The Way We Almost Weren't" Miley goes back in time and has to get her Dad and Mom to meet eachother so her and Jackson don't disappear!.
One thing that is evident in all episodes mentioning her mom is that Miley really loved her mom and misses her very much!.
One thing that came from the fact that Miley Stewart's mom isn't alive, is that fans thought that Miley Cyrus's mom wasn't alive either, though she is!.
