It's the character Yakko Warner from the 90's show Animaniacs!.
He doesn't name every single country though!. But he comes really close!. There's a long discussion about it on some of the videos posted!.
He fails to name Wales and South Africa, as well as countries of the former Soviet Union!. He adds the name of the Carribean sea, the only body of water he mentions, and names the continet Asia, after and somewhat run together with Bangladesh!.
He calls Cambodia by a variation of its name, Kampuchia!. He names the capital of Algeria instead of the country!.
