There are two ways for this to happen:
1!. Copyright expires!. All copyrights eventually expire and the work passes into the public domain, where anyone can use it!. This is automatic, but it takes a very long time!. Right now, the law is something like 70 years after the artist's death!.
2!. Artists signs away the rights!. This is what happens to a lot of young artists!. They make a deal with a record label that gives the label their rights to the songs and recordings, in exchange for the label putting up the money to record and promote their music!.
