From what I remember "yea, noise? Then i'll be brief. O happy dagger!"
Juliet is in the tomb and hears people outside trying to get in so she is brief in her words before killing herself.

"This is the sheath"

She is referring to her abdomen as she plunges the blade. It is a metaphor saying that this is where the dagger belongs. When she says "there rust, and let me die" she is saying there the dagger can stay and rust while granting her death
