There are usually a couple music stores in each metropolitan area that will have a good selection of instrumental sheet music available for purchase. They can order it for you If they don't have that particular title in the store.
Another option, is to try to purchase it online, or maybe even download it free of charge, at sites like http://www.windsorbrass.com/sheetmusic or http://www.sheetmusicplus.com. The Carnival of Venice may still be under copyright... if so, you won't find it online for free.
