There have actually been semi-scientific studies devoted to determining how many licks it does take, however, not every study has resulted in similar numbers:
At Purdue, researchers made a "licking machine" and found an average of 364 licks. They had a simultaneous study using human volunteers, resulting in an average of 252 licks.
A study at the University of Michigan also created a licking machine, but found the average to be 411 licks.
At Swathmore High School, they found the average to be 144 licks using human volunteers.
A group of engineering students from Purdue University recorded that their licking machine, modeled after a human tongue, took an average of 364 licks to get to the center of a Tootsie Pop. They tried the same licking test on 20 volunteers and found that the average licks to the center were 252 licks.
