Well..it's actually different.
Miss America focuses on the "smarts" and talents of the contestants, where Miss USA focuses on the beauty of the contestants (bathing suit contest, etc)
Also, Miss USA gets more publicity because of Donald Trump, MTV, and NBC.
Miss USA also competes to become Miss Universe.

Miss America competes to become Miss World.

you would think so...since USA stands for United States of AMERICA....but I guess they feel like creating more drama with 2 pageants
