Yes and no - and it all depends on your determination, your desire, and ability. Some people would love to be able to play, but just really cannot.
However, that is rare, most people can. The best advice is that you have to a.) expect it to take a while to get anything sounding good. b.) not give up that easy because of this fact, and c.) PRACTICE every day. And I really mean every day.
It will hurt your fingers, wrists, and arms at first, but this is just your body getting used to the new positions and it will eventually condition itself.
Guitar lessons are good, but my advice is this:
Learn as many chords and keys as you can first and get good at strumming (alternate strumming as well) and then go to lessons, this will save you money in the long run. Good luck! Oh, one more thing, due to the set up it is a general rule that electric is easier to play (easier to hold the strings down and the distortion sometimes covers up bad playing!) than an acoustic, so I would learn on an acoustic first, and then go to electric (or you can do both like I did!)
It's easy if you have the heart for it. As to how long --- until you develop the calluses in your fingers.
