Both. If you want the note to go 'up', then pluck and then bend the string. If you want the note to go 'down', then bend and pluck returning the string back to original position. Try bending both ways, also. Meaning, bring the 'bent string' closer towards you (finger pointing towards you); or try bending the strings 'away' from you. You will find which works better for you. Experiment, and maybe record your practice so you can really hear what's going on when you bend. Sometimes to get a long held bend, I support the string with a second finger. If I am using my ring finger to bend, I might also add my pinky finger if I have to hold the note for a long time. Play around, and enjoy.
