That is a domain name. You can purchase one online. Go to google.com and type in domain name and hundreds of sites will come up. Also look here http://en.wikipedia.org/wiki/Domain_name
Building the web page is totaly different. After you build a page using front page or dream weaver or what ever you choose you would link to your domain name.
Lastly click your heels together and say theres no place like domain names 3 times.

you have to buy the domain name. You can go to www.godaddy.com and check to see if the domain is available and if it is who you have to contact to buy it.
cost money go to godaddy.com and it cost like $20
to create your own website most of the time you ll have to pay money or you can go to a website that gives you a free web page and you can turn it into your own website but you cant call it whatever you want.
