i would probably tell someone close to me that he or she has a bad breath because i am concerned about their condition and as much as possible i would want to save them from future embarrassment.
most people do not know that they have bad breath right under their nose, and all they can rely to be able to know about it is for someone who will honestly tell them in private of course, and in a manner that is nice and tactful.

or if you're too much of a puss, then you can give them a peice of gum everyday or buy them a tongue scraper.
Jokingly say they have bad breath and see what they say.
I also think offering them mints everyday would be a good idea. Gum makes your breath worse becuase of the saliva and what not so you might want to stay away from that.
