Question: Is it possible to release a small number of CDs (less than a thousand) without having to get permission for copyrighted material? I am doing a CD of very old songs, some from the early 1920's. I can't get the owners of the copyright to pay attention to me--they have bigger fish to fry. I only want to release about 200 cds. Is this legal?

Not without permission from the copyright holders, it isn't.
If the songs are that old, they are probably in public domain and therefore would not require permission. If they aren't, then permission is required. Be sure to check first.
old or not you need a permission. copyright infringement does not fade with age. ask permission.
