Nope, I live in Amsterdam city center which is a few yards below sea level, but we depend on our dikes and canal systems to
pump the excess of water out.( at low tides ).
Amsterdam itself is a self contained unit protected by locks
and we rely on the natural protection of the sand dunes put there by the ice sheets during the last glacial periods.
No lifejackets or liferafts in evidence, though we seem to take global warming a bit more serious than most.I wonder why ?.

No, but their clogs keep them afloat.

Most of the Dutch people I know have neither.
And, despite living so many feet BELOW sea level, very few basements in The Netherlands ever flood. Go figure!

No, but than our dikes were not made in New Orleans...
