Most parks are located on flood planes. This is land may be subjected to major floods every 20 or 30 years. Even though it might seems like prime real estate, to build a home on some of these sights wood be foolish. Golf courses are another item located on these planes. You might notice many parks and gold courses are located next to rivers or river beds that never in your lifetime have ever overflowed. That doesn't mean that they won't.

Besides a community area for children to play and adults to relax or exercise, if you put enough of them and strategically place them, you can keep child molesters out of your city...
