I live on the second floor of apartments I have four neighbors on this floor with me. They leave trash bags outside their door and their dogs poop on the grass down below. Is this bad feng shui?

fengshui is not about dead objects versus living things. it is about knowing where the good energy or bad energy is, and using this to improve life. so, no, dead pumpkins (and trash) cannot affect you as far as fengshui is concerned.
