Listen carefully, and practice. If you're just starting out, get some lessons on basic techniques.
And keep in mind that most of Claypool isn't *technique*, it's *musicianship* - knowing what will work in a given song. The bass line that works in "Pride in the name of love" would totally fail to work under most Beatles songs, for instance....
