I've wondered this myself. Mainly, I think it's cute and charming, and that's its greatest appeal. It happens in a world most of us wish we could visit or live in, so people enjoy it and like to revisit it. Additionally, it appeals to very common values. It plays on our sympathies (the maltreated orphan finding a home) and doesn't particularly challenge any social mores, but rather reinforces those that are already held. Escapism has long been a factor in literature, and HP takes it to new heights. Plus, she ends every chapter with a cliffhanger, a trick to keep readers going.
