If 1-3 means to play on the first string, 3rd fret, then is the first note on this 1-5??? I don't understand how to read this! Please help?

You're close!
The numbering on this style of tab simply implies which fret to play.
Actually the first note to play is a bend on the third string 7th fret indicated by the '7b', then the '5' on the first string or 1-5.

The easiest way to look at this tab is like so: hold your guitar like you normally play then rest it body down, with the strings facing up. what you see is exactly how the tab is written with the smallest string far from you or, at the top of this tab and the thickest string close to you or, at the bottom of this tab.

The numbers simply indicate which fret is to be played.
