probably 1969.
peace & love were the two most popular words of the 60's..and bubblegum..started in 1969 with the advent of bubblegum music..( sugary sweet..not cool songs).
so instead of saying peace & love ( as everyone did back then..and giving the peace symbol..with one's hands)..
someone said peace..love & bubblegum.
