During regular business hours, the VIP room just offers a little closer contact than the main floor and a more attentive girl who's focused only on you and your cash or credit card. (LOL)
But the guy can still only touch the girl's waist. Anything beyond that would be considered prostitution and the club owner would be in serious trouble. She can brush up against you as she wishes, but there can't be any mutual sexual contact, or it's prostitution.
(So any guy who claims that he got laid in the VIP room during regular club hours is absolutely FOS.)
I assure you, if you whip it out, you will be thrown out. However, there's nothing stopping you from messing your undies. As long as it's kept away, what you do to your shorts is your business and whomever does your laundry.
AFTER HOURS is another matter. Once it's no longer open to the public, it becomes a private establishment.
