Answers:

Hit up a local music store, grab an instructional kit.

I have used this kit and it helped tons: "Play Guitar Today" by proline publications. It's a DVD/CD/fullsize book/pocket book kit that has everything you need to start learning. This program starts you off with fretwork and lots of plucking....this is relatively easy and gets you ready for more advanced things.

Then there is the Fender "How to play Electric Guitar" DVD...but there is no book with it (huge downside), and it's a far harder start. You start off with chords immediately. While that is immediately satisfying, it can be very frustrating for folks that got a guitar that's not spaced right for their fingers (me and stratocasters...neck is too skinny for my chubby fingers, I love my strat anyways though). The lack of any books or CDs to practice alongside are a HUGE minus in my book though.

Either kit should run you about $20.

One huge tip....avoid worrying about sound, and just work on playing the music....once you get good at the guitar, then work on achieving that perfect Megadeth sound.

An artist I practiced to get my speed and fretwork skills up on was Yngwie Malmsteen....some of his work is just insanely fast, if you can keep up and not mess up on any notes (don't worry about matching his sound, just match the music note for note...BTW he loves playing D-standard in many of his pieces), you have no more need to practice shredding. :)
