The epilogue takes place 19 years later, which would imply that Teddy Tonks is now of legal wizard age. He is at King's Cross to say "good-bye" to Victoire (Bill & Fleur's daughter). Since he is of wizard age, I don't think he would still be living at "home". It is not told where he grew up for those 19 years when he didn't have parents.

It may be implied that he never lived with Harry, his godfather, because Harry says that: "Should we invite him to live with us? I mean, he comes to dinner 4 times a week". Harry doesn't say: "Invite him to live with us again", which might mean that Teddy grew up with Andromeda, Tonks' mum.
