Well, a band is a group of people, so...you can't be the only member, which means you'd need at least two people. ;)
As far as how many people are actually in a band...the sky's the limit. There are some groups (especially in Japan, and in the Japanese music company called "Hello! Project" [HP]) that have more than 10 members in them. Morning Musume (one of HP's group) is the best known example of this (there are around 15 girls in that group). And then sometimes, the Hello! Project members rearrange themselves into different groups (Mini-Moni, Tampopo, Berryz Koubou, etc)...it gets VERY confusing.
But anyway...the answer is "a band can have 2 or more members". As far as what each member does, that's up to you. For example, going back to Morning Musume...in that group, all of the girls just sing. Occassionally, one of them will help write the lyrics, but 99% of the time, they ONLY sing, nothing else.
So if you want to start a band, you need to think about what type of music you want and what your own musical skills (singing, writing, playing drums, etc.) are.
