Tobi is the true leader of Akatsuki!. He's really Madara Uchiha (as he and Itachi said in manga chap 400+), and is above Pein for sure!. Akatsuki's goal which is to capture all the tailed-best was most likely created by Madara for the fact that he was the one who unleashed the Kyuubi on the Leaf Village!. He has some purpose for getting all of the tailed-beast and he is more powerful than Pein for sure!. He has the ultimate Sharingan and mastery of space-time jutsu!.
