They are talking about Shiba Kaien, the former 13th division vice captain and Ganjus older brother who was "killed by the Shimigami"!.

I went over that episode and yeah, they're pretty much referring to Ichigo!. I mean, there's no one else other than Ichigo (or anyone else in ichigo's group) during that specific arc who's captain-class!.Www@Enter-QA@Com
