tobi is madara uchiha the man who first unlocked the mangekyou sharingan & later fought the first hokage for right to control the village!. he was the leader of the uchiha clan before there were hidden villages only ninja clans uchiha & senjuu were the top two senjuu is tsunades clan also the clan of the first & second hokage!. he summoned the 9 tail & fought against the first hokage for right to rule!. the truce between the senjuu & uchiha formed the begining of konohagakure no sato or the village hidden in the leaves!. madara was furious at this but at the urging of his clan he accepted the peace proposal!. however madara was not a man who would allow anyone to rule over him & fought for control of the village, but the rest of his clan was happy for the peace & exiled him from the clan due to his radical behavior!. later he returned with the 9 tail & attacked the village in retrobution but the first hokage stopped him!. he is the other man in the valley of the end one statue is the first the other is madara, it is believed that he died & was resurected by orochimaru in his endless pursuit of the sharingan!. its said obito uchiha kakashi's dead team mate is the person who was resurected into he then created akatsuki & controlled it from the shadows allowing everyone to believe pain was the leader!. later itachi learns that he is alive & seeks his help in the destruction of the clan even itachi couldnt kill every single member of his clan in one night!. thats how itachi wound up in akatsuki!. itachi tells sasuke he believes that the 9 tails reappearance 15 yrs ago was not a freak of nature but madara's doing & madara denys it!. after the death of sasori madara masquerades as tobi & gets partnered to deidara!. later in the manga kisame refers to him as mizukage!.
